Vice President of Regulatory and Public Affairs

Larry Hand is the vice president of regulatory and public affairs at Entergy Louisiana, where he leads the company’s regulatory and public affairs efforts. His responsibilities include overseeing all policy, rate and regulatory matters before the Louisiana Public Service Commission.

Since being named to this role in 2023, he has led several notable regulatory proceedings for the company, including the approval of a comprehensive resilience plan for hardening the grid against future severe weather events, approval of a streamlined procurement process for 3 gigawatts of solar energy resources, approval of an extended formula rate plan and approval of a settlement of the LPSC’s litigation regarding the Grand Gulf Nuclear Station.

Hand has been with Entergy since 2010, serving in various legal positions prior to joining regulatory affairs. During his career with the utility, he has played a key role in successful state regulatory matters such as the certification of power plant construction or acquisition, cost recovery, fuel audits, customer agreements and policy dockets that protect the company’s franchise.

Before joining Entergy, Hand was a partner at Kean Miller LLP and Lemle & Kelleher LLP in New Orleans, where he specialized in energy law, regulation and litigation.

 

He earned his Juris Doctor, cum laude, from Loyola University School of Law in New Orleans and holds a Bachelor of Arts from the University of New Orleans.
